Granting Third-Party Payroll Access to State Agencies

Some U.S. states require employers to directly authorise a third-party payroll provider to file tax returns, remit contributions, and access employer accounts on their behalf. You (the employer) must complete this authorisation through each state agency's online portal.

What is TPA, and why does it block filings?

Third-party administrator (TPA) access is a state-level authorisation that allows us to file taxes on behalf of your company with a given agency.

Some agencies do not allow payroll providers to act on an employer's behalf unless explicit access is granted by the account holder. Without this authorisation, we are

unable to:

• File quarterly and annual state tax returns on your behalf

• Remit state unemployment insurance (SUI) and other payroll tax contributions

• Respond to agency notices or inquiries on your behalf

• Access employer account details necessary to reconcile filings

Thera cannot bypass or complete it on your behalf without permissions.

  1. Log in to your account at https://famli.colorado.gov/

  1. Click on "Manage My Profile" at the top of the screen.

  1. Click on "More…"

  1. Then click "Grant Third Party Access" in the "Access" box.

  1. Click "Next" on the bottom right of the screen.

  1. Enter the requested information on the "New Third Party Access" screen and click "Submit."

      • You will need the following information:

        • Check's login = Checkhq

        • Access level = ALL ACCESS

        • Access start date = beginning of the first quarter you are running payroll with Check (e.g., Q1 2026 = 1/1/2026).

  1. Verify third party access was granted by clicking "Manage My Profile" → "More…" → "Manage Third Party Access."

Colorado Department of Labor and Employment (SUI) - Agency Instructions

  1. Click ‘Account Maintenance’ in the left-hand navigation menu.

  1. Click the ‘Third Party Administrator (TPA) Authorization’ subtab.

  1. Click ‘New’ to create a new TPA relationship.

  1. Enter the TPA ID in the required field.

  1. Click ‘Next’.

  1. Enter a ‘Services Begin Date’. The Services Begin Date must coincide with the beginning of a calendar quarter (January 1, April 1, July 1, October 1).

  1. Select the box next to the roles you would like to assign to your TPA.

    1. View Account Maintenance, Edit Employment and Wage Detail, View Rate Notice and Voluntary Contribution, Edit Tax Payments Update and Submit

  1. Click ‘Save’.

  1. Go to this URL: https://de.gov/paidleave

  1. Click the Access to LaborFirst for Employers button.

  1. Enter your Email address, and click Next.

  1. Enter your Password, and click Sign in.

  1. Click the Delaware LaborFirst tile.

  1. In the left sidebar, navigate to Account Services>Manage TPA Access.

  1. Click the New button.

  1. In the Third Party Administrator field, enter the beginning characters in the TPA's business name, and select the TPA from the list of matching entries that display.

  1. Enter the TPA's start date.

    1. The first day of the quarter for which you began processing payroll with your provider. (1/1/2026, 4/1/2026, etc)

  1. Select all the authorizations you want to assign to the TPA. Make sure you assign either the File/Amend Paid Leave Records or Administrator access.

  1. The system sends an email to the TPA, asking them to approve or deny the authorization. The TPA must click the Confirm Authorization link to approve the authorization. A message displays, indicating that the TPA authorization has been approved.
