Granting Third-Party Payroll Access to State Agencies

Some U.S. states require employers to directly authorise a third-party payroll provider to file tax returns, remit contributions, and access employer accounts on their behalf. You (the employer) must complete this authorisation through each state agency's online portal.

What is TPA, and why does it block filings?

Third-party administrator (TPA) access is a state-level authorisation that allows us to file taxes on behalf of your company with a given agency.

Some agencies do not allow payroll providers to act on an employer's behalf unless explicit access is granted by the account holder. Without this authorisation, we are

unable to:

• File quarterly and annual state tax returns on your behalf

• Remit state unemployment insurance (SUI) and other payroll tax contributions

• Respond to agency notices or inquiries on your behalf

• Access employer account details necessary to reconcile filings

Thera cannot bypass or complete it on your behalf without permissions.

Colorado

Colorado: FAMLI (PFML) - Agency Instructions

  1. Log in to your account at https://famli.colorado.gov/

  2. Click on "Manage My Profile" at the top of the screen.

  3. Click on "More…"

  4. Then click "Grant Third Party Access" in the "Access" box.

  5. Click "Next" on the bottom right of the screen.

  6. Enter the requested information on the "New Third Party Access" screen and click "Submit."

You will need the following information:

  • Check's login = Checkhq

  • Access level = ALL ACCESS

  • Access start date = beginning of the first quarter you are running payroll with Check (e.g., Q1 2026 = 1/1/2026).

7. Verify third party access was granted by clicking "Manage My Profile" → "More…" → "Manage Third Party Access."

Colorado Department of Labor and Employment (SUI) - Agency Instructions

  1. Click ‘Account Maintenance’ in the left-hand navigation menu.

  2. Click the ‘Third Party Administrator (TPA) Authorization’ subtab.

  3. Click ‘New’ to create a new TPA relationship.

  4. Enter the TPA ID in the required field.

  5. Click ‘Next’.

  6. Enter a ‘Services Begin Date’. The Services Begin Date must coincide with the beginning of a calendar quarter (January 1, April 1, July 1, October 1).

  7. Select the box next to the roles you would like to assign to your TPA.

    1. View Account Maintenance, Edit Employment and Wage Detail, View Rate Notice and Voluntary Contribution, Edit Tax Payments Update and Submit

  8. Click ‘Save’.

Delaware

  1. Go to this URL: https://de.gov/paidleave

  2. Click the Access to LaborFirst for Employers button.

  3. Enter your Email address, and click Next.

  4. Enter your Password, and click Sign in.

  5. Click the Delaware LaborFirst tile.

  6. In the left sidebar, navigate to Account Services>Manage TPA Access.

  7. Click the New button.

  8. In the Third Party Administrator field, enter the beginning characters in the TPA's business name, and select the TPA from the list of matching entries that display.

  9. Enter the TPA's start date.

    1. The first day of the quarter for which you began processing payroll with your provider. (1/1/2026, 4/1/2026, etc)

  10. Select all the authorizations you want to assign to the TPA. Make sure you assign either the File/Amend Paid Leave Records or Administrator access.

  11. The system sends an email to the TPA, asking them to approve or deny the authorization. The TPA must click the Confirm Authorization link to approve the authorization. A message displays, indicating that the TPA authorization has been approved.

Hawaii

Hawaii: Department of Labor and Industrial Relations (SUI)

  1. From your homepage at Hawaii Unemployment Insurance, click Employer Services on the right panel.

  2. Log in to your account.

  3. Click on User Management to see options.

  4. You will see a request from Check with a Service Company role.

  5. Under Actions on the rightmost column, click Approve.

Michigan

Michigan SUI

  1. On the Employer Homepage, in the Associated TPA(s) header, select TPA Authorization.

  2. On the Third Party Administrator (TPA) Authorization screen, select New.

  3. On the Assign Third Party Administrator (TPA) screen, enter the TPA ID of the TPA you wish to associate with the employer.

    1. TPA ID = 50000438

  4. On the Third Party Administrator (TPA) Information screen, enter the TPA services begin date and TPA services end date (if desired).

    1. Note: The TPA services begin date must be at the start of a calendar quarter and the TPA services end date, if entered, must be at the end of a calendar quarter.

  5. In the Unassigned Roles section, select the checkbox for any roles you wish to assign to the TPA. This will determine the access the TPA has to information on the employer account.

    1. Account Maintenance View Only

    2. Tax Payment Update and Submit

    3. Wage Detail Update and Submit

    4. Edit Rate Notice and Voluntary Contribution

  6. Select Save to move the roles from the Unassigned Roles section to the Assigned Roles section.

Minnesota

Minnesota: Employment and Economic Development (SUI)

Follow the instructions at this link published by the Minnesota Unemployment Insurance Program.

  1. On My Home Page, click Account Maintenance.

  2. Click Agent Authorization.

  3. Click Search to determine if an agent has already been assigned to this account. If an agent is not found, click New to start the authorization process.

  4. On the Assign Agent page, enter the Agent ID of the agent you are authorizing, and then click Next.

    1. You will need Check Technologies' Third Party Administrator ID: TPA ID: AG021422

  5. Review the information on the Agent Details page.

    1. To begin access at a later date, enter the date in the Beginning Start Date field.

    2. To assign access only until a certain date, enter a date in the Effective End Date field (the date cannot be earlier than the current date).

    3. To assign access indefinitely, leave the Effective End Date field blank.

  6. In the Available Roles section, select the user roles for the agent.

    1. Assign the following roles:

      1. Account Maintenance View Only

      2. Tax Payment Update and Submit

      3. Wage Detail Update and Submit

  7. Click Save.

  8. Assign the Employer Reporting Units for each role:

    1. Click Assign Employer Reporting Units for the role.

    2. Select the Employer Reporting Units:

      1. Assign All Employer Reporting Units: The agent has access to all of your current and future reporting units. If your employer account has just one reporting unit, choose this option.

      2. Individual Reporting Unit Authorization: The agent has access only to the Employer Reporting Units that you select.

  9. Click Save.

  10. Click Previous and repeat this step for each role.

New Mexico

New Mexico: Department of Workforce Solutions (SUI)

  1. Assign the following roles:

      • Account Maintenance View Only

      • Payments Update and Submit

      • Employment Wage Detail Update and Submit

  1. You will need Check Technologies' Third Party Administrator ID:
